The draft amendment to the Territory Plan was open for submissions until 4 November 2025. Submissions by various organisations and individuals can be viewed here.
Among other things, the amendment proposes significant changes to Downer's development changing the residential densities in the Northbourne Ave strip from Antil St to Phillip Ave to R5- high density residential. See fuzzy map below- note the red bits. Red is for RZ5 according to the map legend.
Background submissions and DCA planning efforts: 2 March 2023: DCA SUBMISSION ON THE INNER NORTH AND CITY DISTRICT STRATEGY DCA wrote to the Chief Planner, Ben Ponton, to invite him or a representative to speak to Downer and Inner North folk at a public meeting (we suggested 6 Feb 2023). December 2018: The City and Gateway Urban Design Framework. The Framework and other details can be found here. This covers future development on the strip along Northbourne Avenue from Stirling Ave in Watson to the City. End 2018: ACT Government released the 2018 ACT Planning Strategy. This strategy, which the Downer community had not been consulted on, identifies Downer as an 'Urban intensification locality'. This became our "Don't Dump on Downer" campaign. At a public meeting on 4 February 2019, the DCA provided a presentation (which you can view here) on what these proposed changes mean for Downer, and the questions we had for the ACT Government. The DCA made a submission to the National Capital Authority's public consultation process on 'DA91', the amendment to the National Capital Plan that will give effect to the City and Gateway Urban Design Framework. In February 2020, after community consultation, the DCA developed a Downer Vision Statement, which articulates to the community, the ACT Government and commercial developers what the Downer community expects in relation to the ongoing development and sustainability of our suburb.
